Fresh Cabbage and Ground Meat Casserole

1 head cabbage
4 pounds ground meat
2 cups rice, uncooked
Sliced Velveeta cheese
2 cans Rotel tomatoes
Bread crumbs

Preheat oven to 375F. Spray large cooking pan with cooking spray. Layer bottom of pan with chopped cabbage. Add a layer of ground meat over cabbage. Layer rice on top of ground meat. Layer cheese on top of rice. Pour 1 can Rotel tomatoes over mixture. Repeat, adding another layer of each topping. Add just enough water to cover mixture. Bake at 375F until rice is cooked or water has evaporated. Uncover and spread bread crumbs over top and cook until golden brown.
