Preheat oven to 350F. Combine beans and water and set in a sauce pan. Cover to hasten thawing. When water boils, reduce heat and cook gently until thawed but still slightly crisp, about 4 minutes. Drain, Layer beans and sliced water chestnuts in a 2 quart greased casserole. Mix the celery soup and pepper with milk. Pour over the bean mixture in a casserole. Bake at 350F about 25 minutes. Then top with French fried onions and bake until onions are golden brown, 10 minutes or more until slightly bubbly.
Makes 8 to 10 servings.
