Preheat oven to 350F. Cream butter and 4 cups sugar in a large bowl until fluffy. Beat in eggs and vanilla extract. In a separate bowl, combine oats, raisins, flour, soda and salt (When chopping mix in a little flour to help keep raisins separate). Stir oat mixture into cream mixture. Shape dough into balls and roll in remaining 2/3 cup of sugar. Arrange 2 inches apart on ungreased baking sheets. Bake at 350F for 10 to 12 minutes or until golden brown.
