Stir flour, sugar, baking powder, soda (and nutmeg, if used) together. Break eggs, add the cup melted butter then 3 tbs of cream; beat well. Add dry ingredients and mix well. Chill.
Roll out on lightly floured board about 1/4 inch thick, cut. Place on cookie sheet, sprinkle with sugar on top. Bake at 375F.
Note:
Can be dropped with a teaspoon and flattened with the bottom of a glass. Dip in sugar.
