Cream of Onion and Celery Soup

1-1/2 cup finely chopped onion
1/4 cup finely diced celery
1 cup boiling water
1/2 tsp. salt
3 tbsp. all-purpose flour
2-1/2 cup milk
1 tsp. salt
1/4 tsp. sugar
1/8 tsp. pepper

Combine onion, celery, water, and salt; cook in a covered saucepan until vegetables are tender. Put vegetable mixture through a coarse sieve, or puree in a blender for 2 minutes. Melt butter in a saucepan; add flour and stir until blended. Gradually stir in milk; cook over medium heat, stirring constantly, until slightly thickened. Add salt, sugar, pepper, and vegetable puree. Heat and serve.
