Preheat oven to 325F. Brown meat well and drain. Stir in onions, tomatoes, chili powder and well-drained spinach. In another bowl, combine soups, sour cream, milk, chilies and garlic. Mix well. Dip 8 tortillas in melted margarine and arrange them an the sides and top of a 9 x l3 inch baking dish. Spoon the meat mixture on the tortillas and add half the Velveeta cheese cut in strips. Dip the other 8 tortillas in margarine and arrange them on top. Pour the mushroom soup and sour cream sauce over all of it and place the remaining cheese on top. Bake 35 minutes.
