Round Steak with Brown Gravy

3-4 pounds round steak
3 teaspoons oil
4 cloves garlic. minced
2 cups onions, chopped
3 cups water
1/2 cup onion tops
Creole seasoning
1 teaspoon cornstarch

Add 2 teaspoons oil and brown meat, flipping repeatedly until meat is done. Remove meat and put aside. Add oil garlic onion. Saute until clear. Add steak back to pot. Add 3 cups water. Cook 30 minutes on medium. Add onion tops, seasoning and cornstarch. Reduce heat to low and cook 15 minutes.
