Bring water to boil in pot. Add roux to boiling water. Stir well until roux is dissolved. Add ground meat, fresh sausage, smoked sausage, onions, bell peppers and garlic. Season to taste. Cook on medium low heat for 1 hour. Stir occasionally Add potatoes to stew and let cook for 1/2 hour. Serve over rice.
