In large heavy pot, combine meat and 1/2 cup water. Brown over low heat, stirring constantly to separate meat. Add onions, bell pepper, celery, garlic cook until transparent.
In small bowl, mix chili powder with flour. Sprinkle over cooking in large pot stirring to keep smooth. Cook 2-3 minutes. Add tomatoes (or sauce), water, to desired consistency, salt to taste. Continue to cook over low heat for 30-40 minutes.
(Meat used can be beef, turkey).
Makes 10-12 servings.
