Heat oven to 350F. Mix meat, rice, water, onion, salts, and garlic powder and pepper. Shape tablespoonful into rounded balls. Place balls in ungreased baking dish. Stir together remaining ingredients, pour over meatballs. Cover with foil. Bake 45 minutes. Uncover & bake 15 minutes longer.
