Brown steak in fat. Add onions and seasonings. Simmer until meat is tender. Add potatoes and simmer until potatoes are tender. Blend flour in 1/2 cup water. Stir into meat mixture until it thickens. Pour into a casserole.
Prepare crust for 1 pie shell. Roll out slightly larger than top of casserole. Place over meat mixture and flute inside edge of casserole. Cut several steam vents. Bake in hot 425F oven for about 30 minutes or until lightly brown.
