Tilapia Sauce Picante

2 lb fresh Tilapia fillets, cut in quarters
1 large onion, diced
3 cloves garlic, minced
1 large bell pepper, chopped
1 small carton fresh mushrooms or 1.8 oz jar
1/2 cup chopped celery
1/2 cup chopped onion tops
1/4 cup chopped parsley
1 can tomato paste
1 can tomato sauce
1/4 cup oil
Salt and pepper
1 bay leaf

Season fish to taste with salt and pepper, set aside. Saute onions, bell pepper, garlic and celery in oil until clear. Add tomato paste, mushrooms, bay leaf, salt and pepper to taste. Cook about five minutes, then add fish and tomato sauce. Cook on low fire until fish flakes. Add parsley and onion tops, stir and serve over rice.
